_FORMER FEDERAL EMPLOYEES_: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. _SUMMARY OF DUTIES_ : The incumbent primarily serves as an analyst and advisor to the Land Titles and Records Manager and management on the evaluation of the effectiveness of program operations, productivity, and efficiency of the operations.
Performs organizational and/or manpower utilization studies on a wide variety of positions.
Develops statistical and narrative data to justify work unit reorganization or position restructuring.
Conducts management surveys, research projects, and provides advisory services on issues of substantial scope and impact throughout the organization.
Conducts work measurement, methods, procedures, and/or engineered time standard studies.
Analyzes and reviews documentation procedures and controls, and performs equivalent management information studies.
Responsible for all aspects of records management activities within the branch.
Plans, develops, and conducts internal review studies.
Coordinates special reports and projects, as requested, relating to LTRO issues.
Monitors and performs analysis and review of operating budget for the branch.
Prepares transfers, adjustments, and other charges to the budget to ensure funds are expended appropriately.

_GS-12_ : 1 year of specialized experience equivalent to the GS-11 grade level grade level in the Federal service. Examples of such experience may include assisting in research and investigations of new and improved business and management practices; assisting in the development of management and program evaluation plans, procedures, and methodology; assisting in management surveys to determine compliance with regulations, procedures, sound management practices, and effective utilization of staff; evaluation of organizational effectiveness, productivity and efficiency of project and program operations; assisting in the development of performance goals and measures; collecting, validating, and analyzing performance and other data; preparing guidance documents for work plans; researching program methods, establishing procedures for program requirements. __
_GS-11_ : 1 year of specialized experience equivalent to the GS-9 grade level grade level in the Federal service. Examples of specialized experience may include work involving collecting, validating, and analyzing performance and other data; preparing guidance documents for work plans; researching program methods, establishing procedures for program requirements, participating in or assisting with program operations or program policy matters, administrative or procedural matters, advisory services, regulatory compliance, task analysis, and resolving procedural problems; _OR_ Ph.D. or equivalent doctoral degree _or_ 3 full years of progressively higher level graduate education leading to such adegree (54 semester hours, 81 quarter hours or equivalent); _OR_ LL.M., if related to this position.
