This position serves as a Certifying Officer and Accounting Technician in the Accounts Payable Section, Accounting Services Branch, Division of Financial Management, Aberdeen Area Office in Aberdeen, South Dakota. Primary responsibilities include certifying all types of invoices for payment using the United Financial Management System (UFMS) and the GOVTRIP system in accordance with the Prompt Payment Act, DHHS Voucher Examination Manual, Federal Travel Regulations, or other guideline; processing commercial invoice payments for all types of accounting documents and government payment; obligating commercial and construction contracts.
The selected applicant will be subject to a pre-employment background investigation, which will include a fingerprint check. If applicable-Selective Service registration (Males born after 12/31/59) U.S. Citizenship is required
Major Duties:
Primary responsibilities include certifying all types of invoices for payment using the Unified Financial Management System (UFMS) and the GOVTRIP system in accordance with the Prompt Payment Act, DHHS Voucher Examination Manual, Federal Travel Regulations, or other guidelines; processing commercial invoice payments for all types of accounting documents and governmental payments; obligating commercial and construction contracts.
Performs other position related duties as assigned.
Receives and audits purchase orders, blanket purchase agreements, commercial contracts, personal and non-personal service contracts, government bills of lading (GBL), government purchase card (IMPAC) payments, interagency payments, travel authorizations, government transportation account (GTA) payments, and other accounting documents in accordance with the Treasury Financial Manual, DHHS Voucher Examination guidelines, Prompt Payment Act, FTR/JTR Regulations, agency regulations, or other pertinent regulations.
Prepares invoices, bills, or vouchers for payment by reviewing the documents (purchase order, contract, blanket purchase agreement, call order, delivery tickets, etc.) to ensure they are authorized, obligated, charged to the correct appropriation, and supported by adequate documentation to substantiate the payment. Payments are audited to assure compliance with terms and conditions of contracts or other authorized agreements. Payments offering discounts are given priority to ensure discounts are taken and interest penalties are avoided or minimized.
Performs other duties in conjunction with the Accounts Payable Section and Division of Financial Management goals and objectives.

BASIC REQUIREMENT(S):
GS-06: One (1) year of specialized experience equivalent to at least the next lower grade level.
GS-07: One (1) year of specialized experience equivalent to at least the next lower grade level.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
_Specialized Experience Defined_ :
_GS-06_ : Ability to work with various computer software programs (examples) such as MS Office, WORD, Excel, Power Point, etc. Experience with maintaining current documentation and guidelines pertaining to reimbursement, preparation and distribution. Knowledge of diverse accounting procedures and financial regulations, operations, transactions, coding, etc.
_GS-07_ : Ability to work with various computer software programs (examples) such as MS Office, WORD, Excel, Power Point, etc. Experience with maintaining current documentation and guidelines pertaining to reimbursement, preparation and distribution. Knowledge of diverse accounting procedures, financial regulations, laws, requirements to ensure compliance with guidelines, operations, transactions, coding, system generated reports, such as: transaction reports, accounts payable reports, etc.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
