Human Resources Specialist (Classification)

Provides classification services resolving problems of more than average difficulty for those elements of the Great Plains Area marked by unique, hard to fill or one of a kind professional, technical and administrative positions. Many of which are diverse high grade supervisory and managerial positions ranging through professional, administrative, technical and clerical occupational groups. Also included are wage grade positions including supervisors and leaders. Provides management advisory services in regards to position management to all assigned positions and programs in the Northern Plains Region. Provides advice and assistance in situations requiring extensive analysis in which the nature and scope of the classification issues are complex, requiring careful study in search of innovative solutions to problems in consideration of the total personnel management needs of the Great Plains Area. Provides full range of complex services requiring intense research and analysis, such as:
prepares activity responses regarding tentative drafts of new difficult standards and guides, formal complaints and inquiries. In the performance of duties, the incumbent will have access to HR systems that contain PII and other information that must be safeguarded. To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. Qualifications:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Specialized Experience --Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. GS-11:
One (1) year of specialized experience equivalent to at the GS-09 grade level; OR Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. GS-12:
One (1) year of specialized experience equivalent to at least the next lower grade level. Example of Specialized Experience for the GS-11:
Analyzes, evaluates and classifies positions for a number of professional, technical, administrative and craft occupations. Advises management on operating classification matters pertaining to new or revised organizational structures, classification changes, position/employee impact and related actions to assure regulatory compliance. Works with subject matter experts and other specialist finding solutions to problems presented and/or develop standard job descriptions. Example of Specialized Experience for the GS-12:
Conducting classification and position management assessments in a changing and sometimes complex environment; serving as a resource to top management in classification and position management matters; proposing solutions to resolve controversial, complex and very difficult classification problems; providing a full range of complex services requiring intense research and analysis; and reviewing/classifying positions, writing reports of findings, conducting desk audits and preparing evaluations as required for internal activity or in response to questions. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
